Isaiah warns the people that they will be defeated because they refuse to rely on God for safety. We, too, are prone to rely on ourselves or other people--just as weak as we are. Without reliance on God, we will come up empty.
But God "longs to be gracious" (v18) to us. He will wait for us, and show his compassion when we cry out. And guiding us through the affliction until then.
Our response must be gratitude and trust.
